Rae Julien Furlonge is a national of Trinidad and Tobago, West Indies. He has been involved in professional practice in traffic and transportation engineering for more than 33 years in both the public and private sectors within Trinidad and Tobago and the wider Caribbean Region. He is primarily engaged in traffic impact assessment studies, transportation planning studies with priority on travel demand management, and traffic incident expert witness contributions.

His philosophy is cost-effective, people-centred traffic management strategies, with emphasis on preferential treatment for high-quality, affordable and convenient bus and mini-bus transit, integrated with suburban- and remote-parking park-and-ride systems, safe and convenient pedestrian facilities, and effective public information and education. He advocates the coordination and integration of land use and transportation to discourage private car-dependent travel, with flexibility to accommodate ongoing changes in transit preferences, and recognition that most persons will not give up their autos, but they could reduce the number of private trips they make.

He is a certified Project Management Professional (PMP), a Fellow the American Society of Civil Engineers (ASCE), a Fellow of the Institute of Transportation Engineers (ITE) of the USA, a Fellow of the Association of Professional engineers of Trinidad and Tobago (APETT), and a Member of the Association for European Transport (AET). He is a Past-President of APETT.

Rae is armed with a thorough knowledge of urban modelling theory and techniques, and continues to demonstrate a passion for the practical applications of modelling techniques to spatial development situations. He has sound knowledge of several application software, including Aimsun 8 © Transportation Planning and Micro-Simulation Software, TransCAD 6.0 © Transportation Planning and Micro-Simulation Software, and Sidra Intersection 8 ©.

He is part-time adjunct faculty at the University of the West Indies in the MSc in Urban and Regional Planning and MSc in Geoinformatics programmes, and part-time adjunct faculty at the University of Trinidad and Tobago in the BASc programme in Civil Engineering.
He holds a PhD in Civil (Transportation) Engineering from the Indian Institute of Technology at Roorkee, India.
